It is Callisto, turned into a bear and raised into the sky. Ursa Minor is her son.
One story has Hera, out of spite, forbidding these two alone from ever bathing in the sea — and indeed they circle the northern sky without ever setting.
The Big Dipper is not a constellation but an asterism, a star group within Ursa Major — the bear's back and tail.
