The grandmother who gave Apollo the oracle of Delphi as a birthday present.
With Coeus she bore Leto and Asteria. Apollo, Artemis, and Hecate all descend from this line.
According to the opening of Aeschylus' Eumenides, the Delphic oracle passed from Gaia to Themis, from Themis to Phoebe — and Phoebe gave it to her grandson Apollo as a birthday gift.
Apollo's epithet Phoebus, "the shining one," belongs to the same family of names, Aeschylus explains.

Commonly confused
She is often introduced as a moon goddess, but in Greece the moon was Selene. Phoebe's link to the moon is a later confusion, hardened as it passed through the Roman poets.
